The plan's aim is to do the most good for the most people; make the most effective use of buildings, staff and materials; all with the most efficient use and stewardship of public funds. Explore this website for detailed information on branches, statistics and plan recommendations. The recommendations are a beginning, not an end, thus the name: "Library 2011: Building for the Future." Library 2011 signals the commitment of the Public Library of Youngstown and Mahoning County to offer the people of Mahoning County the best library service possible given the resources that are available. Through careful consideration of a host of data gathered, the Strategic Planning Steering Committee initially identified 11 issues to be addressed as they worked to build the future of libraries in Mahoning County. Applying principles such as: 1) concentrating on what is most important, 2) reducing needless duplication, 3) maximizing the use of current assets, 4) increasing productivity, and 5) generating new revenues, the Steering Committee collapsed and prioritized the 11 issues into 5 issues. While much work remains to be done to activate the plan and to achieve the goals, the priorities presented below point the way to a new, higher level of achievement for the Public Library of Youngstown and Mahoning County! The Public Library of Youngstown and Mahoning County is indebted to many people who have contributed to Library 2011. Input was gathered to ensure that the result would be a library system "built for you." Many thanks to the citizens who participated in surveys and public meetings, individuals who freely offered their time and expertise to the consultants and to the Library during the data gathering phase, staff who provided background data and who researched specific topics, and Planning Steering Committee members and Library Board members who helped create Library 2011. |

News Release: Library Trustees Adopt Strategic PlanYOUNGSTOWN (March 18, 2004) – Trustees of the Public Library of Youngstown & Mahoning County adopted the proposed Strategic Plan for 2004-2011 at a special session at Main Library. Work on this plan began early in 2003 and the plan, called Library 2011, was formally adopted at the March 18 Trustee meeting. The recommendation notes: “The Strategic Plan shall be implemented with the principal long-term goals of strengthening of Library collections and providing longer hours of Library service. Achieving these goals shall be accomplished through the closure or consolidation of some branch libraries with resources redirected to the remaining branches.” The plan also calls for improvements at many of the facilities and some new buildings. The Library is a countywide system and each location is geared to providing the best service to all patrons, not limited to the community in which it is located. The goal of the plan is to provide more hours and larger collections, with the best stewardship of public funds.
